Main areas of responsibility

European Union Affairs

The EU Affairs section within the Directorate is responsible for:

  • Co-ordinating EU related matters with stakeholders, both at a domestic and at a European level

  • Co-ordinating the formulation of the Ministry’s position on policies proposed by the EU;

  • Disseminating information and keeping abreast of policies being proposed and discussed at a European Union level that might have a direct or indirect effect on the Ministry’s strategy and/or operations;

  • Consulting with its main stakeholders as well as inter and intra Ministerial consultations to produce policy options to address industry’s issues;

  • Overseeing the development of the Ministry’s position on policies proposed by the EU and making recommendations in this regard to the Permanent Secretary;

  • Coordinating Malta’s position with regards to legislative and non-legislative acts falling within the Ministry’s portfolio. Such positions are either provided as replies to requests received on a daily basis through the Permanent Representation and the European Union Coordination Department (EUCD), other ministries, or else as instructions for Working Parties, Commission Expert Meetings, High-level meetings as well as Ministerial Councils and the European Council.

EU funds

The Programme Implementation section is responsible for:

  • Co-ordinating EU funding programmes and projects and disseminating information on EU funding opportunities in order to make the best use of EU funds available for projects and initiatives. It also informs and guides prospective applicants on EU funding opportunities;

  • Assisting entities falling within the Ministry’s remit with applications for funding and monitors the implementation of EU funded projects and schemes from application stage till closure;. Overseeing and coordinating the implementation of EU funded projects whilst ensuring that projects and initiatives are implemented in line with the grant agreement in a timely and efficient manner, according to established practices and regulations.

Projects

The Directorate also implements EU funded projects. It is responsible for:

  • Developing project concepts and seeking appropriate funding for such projects.
